Summary
On 1 October 2013, I retired from Covington & Burling LLP, and set up an independent practice as arbitrator. In this new capacity, I continue to welcome appointments in commercial and investment arbitration cases.
Most of my work at Covington over the preceding 34 years was devoted to international arbitration and other forms of resolution of international disputes. One of my first assignments as a young lawyer was to the team representing Amoco-Iran in its claim in the Iran-U.S. Tribunal against the Islamic Republic of Iran. In the first half of my career I combined an international arbitration practice with other work involving public international law, international corporate transactions, and international and domestic litigation. In the second half of my career at Covington, I concentrated exclusively on international arbitration, both investment and commercial. I practiced international arbitration as counsel and, to the extent permitted by conflicts, as arbitrator. The height of my career as lead counsel has been the representation of subsidiaries of Exxon Mobil Corporation in an ICSID arbitration against the Bolivarian Republic of Venezuela and in an ICC arbitration against Petróleos de Venezuela S.A. My qualifications to sit as international arbitrator include my triple training in the common law, civil law, and public international law, my experience in the field, and academic work consisting of publications, lectures and speeches. I am fully bilingual in English and Spanish and have a bicultural background, having been born and raised in Argentina and having lived most of my life in the United States.
